Visit from EU Bureaucratic Delegation
On April 25, 2013 delegates from EU Bureaucratic Delegation led by Mr. Nicholas KAYE were received by TFD Vice-President Dr. George W. Tsai. Following an introduction about the foundation’s history and programs, the two sides had a vibrant discussion about cross-strait democratic development, democratic deepening, and human rights issues and further discussed the possible cooperation in the future.

TFD participated in the Seventh CD Ministerial Conference in Ulaanbaatar, Mongolia
Invited by Community of Democracies, the Taiwan Foundation for Democracy delegation left for Ulaanbaatar, Mongolia, from April 25th to May 1st this year to participate in the Seventh CD Ministerial Conference. Led by Dr. Ching-Hsin Yu, Vice President of TFD, other members include Dr. Ying-Mao Kau, Senior Research Fellow of TFD, Dr. Cheng-Hao Pao, Director of International Cooperation Department of TFD, Dr. Ching-Li Chang, President of Taiwan Coalition Against Violence, as well as Hung-Ya Lien and Wei-Tsun Chien, both Assistant Research Fellows of TFD. Apart from handing over the next presidency to El Salvador from Mongolia, programs such as government-level Ministerial Conferences and CD Pillars, such as Civil Society Forum, Women’s Forum, Youth Forum and Parliamentary Forum, were also included.

TFD delegates not only joined panel discussions while in Ulaanbaatar, but we also hosted a preparatory meeting for East Asia Democracy Network, EADN on the 26th. Then again on the 28th, we participated in another preparatory meeting for Asia Democracy Network, ADN.

Furthermore, the delegation made the most of this trip to visit two of our grantees based in Mongolia in order to further understand more of how grants have been used on their projects. One was Mongolian Women’s Fund, and the other was Zorig Foundation. In the mean time, TFD would like to show appreciation for assistance from the Taipei Trade and Economic Representative Office to arrange a meeting with Specialist, Mr. Wen Fan Hua, from Taiwan Fund for Children and Families, Mongolia Branch Office. The delegation had also exchanged opinions with Chairman and Secretary General of PFD to further discuss the means to strengthen future cooperation.

Visit of the Joint Delegation of the Election Commission of Thailand and United States Agency for International Development
On April 3rd, 2013, the Joint Delegation of the Election Commission of Thailand and United States Agency for International Development were received by TFD International Cooperation Department Director Dr. Cheng-Hao Pao. Chinese Association for Human Right (CAHR) also attended the meeting. After TFD and CAHR introduced their history and work separately, the tripartite talk led to discuss how to promote education of democracy and how to construct Democracy Learning Center practically.

Visit of Mr. Eddy Martínez, Former Minister of the Dominican Republic's Center for Export and Investment
On April 1st, 2013, Mr. Eddy Martínez, Former Minister of the Dominican Republic’s Center for Export and Investment, and his daughter were received by TFD President Dr. Teh-Fu Huang, Vice President Dr. Ching-Hsin Yu and Assistant Research Fellow Wei-Tsun Chien. During the meeting, the TFD delegates introduced the foundation’s history and the visitors shared the experiences with development of democracy in Dominican Republic. Also, both sides concerned and discussed the future evolution of democracy in Asia.

Visit of Legislative Assistants to United States Congress
On April 1st, delegation of legislative assistants to United States Congress was received by TFD Vice President, Dr. Ching-Hsin Yu, and Research Fellow of International Cooperation Department, Dr. Allen Peng. After a brief introduction on TFD’s work, both sides exchanged views and had a fruitful discussion on the works and tasks of the Foundation, death penalty issues and works on human rights.

Visited by Delegation of Institute of Modern International Relations, Tsinghua University
On March 29,2013 delegates of Institute of Modern International Relations, Tsinghua University led by President Dr. Yan Xuetong were received by TFD President Dr. Teh-Fu Huang and Vice-President Dr. George W. Tsai. Emeritus Professor Dr. Chang Ling-Chen from Department of Political Science, National Taiwan University, Professor Ming Lee from Department of Diplomacy, Professor I-Yuan from IR Research Center, Associate Professor Ai Wei from Graduate Institute of East Asian Studies, National Cheng Chi University and Professor Kaocheng Wang from Graduate Institute of International Affairs and Strategic Studies,TamKang University are also invited to join discussion. Visitors from the institute expressed particular interest in recent cross-strait policy. During the meeting, the delegates discussed future trends in cross-strait political and democratic development from Taiwan, Mainland and international perspectives.

Visit of Professor Nishitani Hajime and students from Hiroshima University, Japan
On March 20, 2013, Professor Nishitani Hajime and students from Hiroshima University, Japan were received by TFD International Cooperation Department Director Dr. Cheng-Hao Pao and Research Fellow Dr. Allen Peng. After the introduction on the foundation’s history and programs, the TFD delegates answered the questions concerning TFD’s major task, cross-strait democratic development, and democratic education and promotion from the students.

The TFD will begin accepting nominations for the eighth Asia Democracy and Human Rights Award starting on April 1, 2013.
Each year, the Asia Democracy and Human Rights Award is awarded to one individual or organization that has made significant contributions to the advancement of democracy or human rights in Asia through peaceful means. As the first national democracy assistance foundation in Asia, the Taiwan Foundation for Democracy is committed to supporting courageous individuals and groups who build democracy, stand up for justice and defend human rights, especially those in our home region.

The Award consists of a sculpture and a US$100,000 grant from the TFD to support the ongoing work of the laureate, to be presented at an official ceremony in Taipei on December 10th, International Human Rights Day.

Nominations are open to the public from April 1st. To submit a nomination, please download the official 2013 ADHRA Nomination Form and refer to the enclosed instructions. All nomination materials are due no later than June 30, 2013.

Visit of Professor Lynette H. Ong and students from Toronto University, Canada
On February 19, 2013, Associate Professor Lynette H. Ong and students from Asian Institute of Toronto University, Canada were received by TFD International Cooperation Department Director Dr. Cheng-Hao Pao. After the introduction on the foundation’s history and programs, Dr. Pao answered the questions concerning TFD’s major task, Taiwan’s democratic and human rights development and Taiwan-Canada relations from the group.

TFD attends the Taiwan Journal of Democracy 2013 Special Issue Workshop in Los Angeles
President Teh-fu Huang, Professor T. J. Cheng (editor of Taiwan Journal of Democracy) and research fellow Shihhung Peng attended the Taiwan Journal Democracy2013 Special Issue Workshop in Los Angeles on February 16th. President Huang gave opening remarks. This workshop had invited several outstanding scholars from Asia, Europe and North America, and they presented seven papers related with the differently democratic theoretical models of Arend Lijphart.
