Announcement of the Recipient of the 2020 Asia Democracy and Human Rights Award

The Taiwan Foundation for Democracy (TFD) announced today (11/30) that the 2020 Asia Democracy and Human Rights Award will be awarded to the Asia Pacific Forum of National Human Rights Institutions (APF). The APF is a unique regional organization the members of which are the national human rights institutions (NHRIs) from across the Asia Pacific region. It undertakes important work to strengthen the promotion and protection of human rights for the region’s most vulnerable people. The founding purpose of the APF is to help the existing NHRIs in the region effectively undertake their mandate, improve their effectiveness, and in those countries that do not yet have NHRIs to encourage and provide assistance to the governments and local civil society to establish NHRIs in accordance with the minimum standards endorsed by the United Nations Principles on the Status of National Human Rights Institutions (the Paris Principles).

She delivered a presentation entitled“Democratic Transition in Taiwan: Implications on Taiwan-Tibet Relations”Professor Mei-Lin Pan, Department of Humanities and Social Sciences, Graduate Program of Ethnicity and Culture, National Chiao Tung University, was invited to moderate the seminar. Dr. Tien-Sze Fang, Associate Professor, Center for General Education, and Deputy Director, Center for India Studies, National Tsing Hua University was invited as the seminar's discussants.

Dr. Che-Chuan Lee (李哲全), Director of Division of National Security Research, Institute for National Defense and Security Research was invited as the seminar's discussant.

Dr. Yasmi Adriansyah delivered a presentation entitled “Policy Entrepreneurship in Taiwan’s Foreign Policy (A Case Study in the Making of New Southbound Policy)” and was moderated by Dr. Alan H. Yang, Deputy Director of the Institute of International Relations, National Chengchi University. Dr. Ping-Kuei Chen, Associate Professor at the Department of Diplomacy, National Chengchi University, was invited as the seminar's discussant.

Ms. Feeza Vasudeva delivered a presentation entitled “The Epidemic of Lynching and the Crisis of Democracy in India.” Dr. Yeh-Chung Lu, Vice President of the TFD, was invited to moderate the seminar while Dr. Alain Brossat, Professor of The Graduate Institute of Social Research and Cultural Studies at, National Chiao Tung University, was invited as the discussant.

The Taiwan Foundation for Democracy (TFD) on October 16 held a press conference at the TFD about the 2020 TFD survey on Taiwanese View of Democratic Values and Governance. The event was moderated by TFD Vice President Ketty W. Chen, who gave an overview presentation on the survey results. The TFD also invited scholars Tsai Chia-hung, Director of the Election Study Center at National Chengchi University and Chih-Jou Jay Chen, Deputy Director of the Institute of Sociology at Academia Sinica, to introduce the research method and comment on the survey results.

W Chen, Vice President of the TFD, was invited to moderate the webinar while Dr. Thomas Carothers, Senior Vice President for Studies, Carnegie Endowment for International Peace was invited to deliver the keynote speech, and Dr. Ming-sho Ho, Professor in Sociology from National Taiwan University and Dr. Chia-hung Tsai, Research Fellow and Director, Election Study Center at National Chengchi University were invited as panel discussants to share their observations on the impact of COVID-19 on governance and democracy in Asia.

The Taiwan Foundation for Democracy (TFD) on August 19th held the 2020 Asia Young Leaders for Democracy (AYLD) webinar, inviting AYLD alumni to share their observations on how COVID-19 has undermined democracy and human rights in the region. The alumni also spoke about efforts the civil society has made to sustain democracy and help those who are more vulnerable to weather impacts of the pandemic.

TFD on May 5 launched a mini publication series of “Democracy at Work” with the first volume being “Democracy and the Great Pestilence” by world-renowned political scientist John Keane. The second volume in this series, “China's Great Propaganda Campaign During the COVID-19 Pandemic,” will shed light on the PRC government’s orchestration of a propaganda campaign amid the COVID-19 global health crisis.

Dr. Doubek delivered a presentation entitled “Building a National Human Rights Institution and a National Preventive Mechanism within the Control Yuan of Taiwan” and was moderated by Professor Mab Huang at Soochow University. Chief Secretary Ming-huei Lin, Committee on Foreign and Overseas Chinese Affairs at Control Yuan, was invited as the seminar's discussant.
