Reporters Without Borders Chairperson Pierre Haski, Member of Emeritus Board Wu'er Kaixi, Taipei Bureau Director (East Asia) Cédric Alviani, and Manager Tang Hsiang-yi visited Taiwan Foundation for Democracy on December 12th, 2017. Mr. Haski and TFD President Szu-chien Hsu, who received the chairperson, exchanged ideas and thoughts on the challenges to the global democracy and press freedom. President Hsu said that the media plays an important role in sustaining democracy, since it carries the mission of delivering correct information to the public in order to facilitate reasoned dialogues on public policies. Mr. Haski and President Hsu also had a discussion over how the media is facing increasing challenges with global press freedom declining, how the authoritarian regimes manipulate the media as a tool of propaganda and how business interests infringe upon the independence of the media, and concluded that in order to stop the trend of democratic regression, global collaboration on safeguarding the freedom of the press is necessary. They also agreed on that Taiwan, which has relatively high level of freedom and democracy in Asia, should make more contributions to the freedom of the press.

The delegation of Legislature of state of Hesse to the Taiwan paid a visit to TFD at December 11th, 2017 and was received by Vice President Dr. Yeh-Chung Lu and Dr. Allen Peng, the director of department of research and development. After VP Lu’s introduction on the vision and working programs of TFD, they discussed about Taiwan’s democratization, Cross-Straits relation, TFD’s efforts on collaborating with NGOs to enhance public education in Taiwan. Both parties enjoyed the fruitful discussion.

The Taiwan Foundation for Democracy on Sept. 10 held the 2017 Asia Democracy and Human Rights Award Ceremony at the Taipei Guest House. TFD Chairman Su Jia-chyuan presented the award plaque and the grant to this year’s laureate, the Coalition for Clean and Fair Elections (BERSIH 2.0) from Malaysia.

The TFD and Academia Sinica’s Institute of Sociology co-hosted a seminar for Mr. Robin Verrall, the TFD’s Dissertation Fellow, at 14:30~16:30 on November 30, 2017 at Academia Sinica. He delivered a presentation entitled ‘Contesting Images of the Nation: National Identity in the Visual Culture of the Sunflower Movement.’ Dr. Mau-Kuei Chang, Research Fellow of the Institute of Sociology, Academia Sinica, and Professor Ming-Sho Ho, Department of Sociology, National Taiwan University, were invited as the seminar’s moderator and discussant respectively.

The TFD and Policy and Law Center for Environmental Sustainability of the College of Law of the National Taiwan University co-hosted a seminar for Mr. Jeroen van Bekhoven, the TFD’s Dissertation Fellow, at 14:00~16:00 on November 27, 2017 at National Taiwan University. He delivered a presentation entitled ‘Unraveling the Double Oppression of Indigenous Societies in Taiwan and Paraguay: The Rights to Land and Self-Government of Indigenous Peoples.’ Professor Wen-Chen Chang, Director of Policy and Law Center for Environmental Sustainability of the College of Law of the National Taiwan University, was invited to moderate the seminar. Dr. Donatien Huei-Tung Chang, Assistant Professor, Department of Law, National Taipei University and Dr. Chien-Chih Lin, Assistant Research Professor, Institutum Iurisprudentiae, Academia Sinica were invited as the seminar's discussants. Mr. Bekhoven presented his research by making comparison between aboriginal people in Taiwan and Paraguay. From the law perspectives, he analyize how the aboriginal people have fought for self-government rights during the process of double oppression and double transition. The presentation has obtained the participants’ vigorous feedback.

“Democratic Persistence: A Concept and A Phenomenon” Conference

To commemorate the 30th Anniversary of Abolishment of Martial Law and discuss critical junctures and factors influencing the democratic course in East Asia, Dr. T. J. Cheng, who is the editor of Taiwan Journal of Democracy, has organized an academic project. The title of this project is “Democratic Persistence”, which is focused on the study democracy of Taiwan, South Korea, Mongolia, Indonesia, Thailand, Philippines, Cambodia and Myanmar. After the workshop of June, TFD organized a conference on November 21st and 22nd, and all scholars of this project presented and mutually discussed their papers at the conference.

In commemoration of the 30th anniversary of the lift of the Martial Law and at the invitation of the TFD and Academia Sinica, Professor Laurence Whitehead, Senior Research Fellow at Oxford University, gave a speech titled, "Democracy Reassessed: A Twenty-First Century Project under Pressure" at Academia Sinica on Nov. 20. The event also had the pleasure of having TFD Chairman Su Jia-chyuan to give opening remarks.

Distinguished Research Fellow at the Institute of Political Science, Academia Sinica Yu-shan Wu and Tun-jen Cheng, Professor of Government at College of William and Mary, will be the discussants.
